Dr. Racquel Harris is the Lead Pastor of True Life International Ministries and the President of R. L. Harris & Associates, LLC, an award-winning human resources and business consulting firm. She is a distinguished ministry leader, evangelist, human resources executive, entrepreneur, and community servant. She accepted Jesus Christ as her Savior at the age of nine and received the baptism of the Holy Spirit as a teenager.

Her leadership journey began at an early age when she was selected as a Youth Ambassador to represent the State of Indiana at the Church of God in Christ International UNAC Convention under the late Bishop Henry Ford. Shortly thereafter, she was selected to serve as the District Y.P.W.W. Chairlady under Dr. Leonard Brooks.

Dr. Harris later served as an instructor for the Missionary Academy and as the District Evangelist for the Fresh Oil District in the Indiana Fourth Ecclesiastical Jurisdiction under the leadership of Bishop Donald L. Alford. She also served as the Assistant Human Resources Director for the International Church of God in Christ Department of Evangelism.

With a passion for evangelism and community outreach, Dr. Harris pioneered a citywide crusade that brought people from different backgrounds and communities together to march through downtown South Bend. Her commitment to spreading the gospel expanded through the television broadcast Living Water, now known as Life in the Word. The program aired on WHME TV-46, Harvest 103.1 FM, and WUBS 89.7 FM and is now broadcast daily in 173 countries. She has also appeared multiple times as a guest speaker on the internationally televised Harvest Show produced by LeSEA Broadcasting.

Dr. Harris holds a bachelor’s degree in organizational communication from Indiana University, a Master of Business Administration from Purdue University, and a Doctorate in Theology. She has also earned professional certifications in human resources, including the Professional in Human Resources designation and the SHRM Certified Professional credential, as well as certification in risk management.

She built a stellar corporate career during her 16-year tenure as Human Resources Director for the South Bend Tribune. Today, she leads R. L. Harris & Associates, LLC, an award-winning human resources and business consulting firm specializing in organizational strategy, regulatory compliance, risk management, employee relations, executive coaching, leadership development, professional training, recruiting, and business consulting.

In December 2025, Dr. Harris was recognized by Influential Women Magazine as an Influential Woman in Human Resources. This distinction honored her exceptional professional leadership, career accomplishments, community impact, and contributions to the human resources profession.

​

Dr. Harris is widely recognized throughout the community as a servant leader whose professional and civic contributions have earned her numerous honors. Her awards and recognitions include the Martin Luther King Jr. Drum Major Award, presented by former South Bend Mayor Jeff Rea; the St. Joseph County Chamber of Commerce’s “40 Under 40” recognition; the Employer Support of the Guard and Reserve Seven Seals Award; and the Michiana Chapter of the Society for Human Resource Management’s Leader of the Year Award.

 

Her extensive record of service includes serving on the Indiana State Council for the Society for Human Resource Management as Diversity Director, Historian, and School-to-Work Director. She has also served on the YWCA Personnel Committee, the Bridges Out of Poverty Board, and the Community Coordinated Child Care Board of Directors. As Chapter President of the Michiana Society for Human Resource Management, Dr. Harris led the organization to receive the Chapter of the Year Award for the first time in the chapter’s history.

 

Dr. Harris is a devoted wife to Elder Will Harris and a loving mother of three beautiful children Grant, Hilary and Gabriel. She has a vision to preach the gospel of Jesus Christ throughout the world and remains dedicated to placing the spiritual health, strength, and well-being of individuals and families first.
